Panel Discussion: Dismantling Offshore Structures – Allocation of Contractual Risks and Liabilities

A steady decline in crude oil prices and an increasing number of maturing oil & gas fields is projected to drive significant growth of the global offshore decommissioning market. In the North Sea alone 2,379 wells are expected to be decommissioned in the next 10 years at an estimated cost in excess of £15 billion. Plugging and abandonment work will account for the largest share of this cost, but in many jurisdictions topsides, substructures and pipelines will also need to be dismantled and removed by specialist marine contractors. The highly technical task of safely dismantling offshore structures requires a clear and fair allocation of contractual risks and responsibilities. BIMCO has developed a new standard knock for knock contract for decommissioning projects, called DISMANTLECON, which can be adapted for use in different jurisdictions. This session will provide a brief overview of the offshore decommissioning market and introduce the key features of DISMANTLECON from a marine insurance and P&I perspective.
